has an article on Roman Reigns 30 day suspension and his inclusion in the Battleground main event on July 24.

Their article has a quote from a “WWE spokesman” who says WWE knew of the wellness violation before the June 19 Money in the Bank Pay-Per-View saying simply, “We adjust storylines accordingly and talent serve their full suspensions” It is implied that WWE wanted to make sure the title was switched before Reigns suspension was enforced on June 21. In regard to whether the three-way between Reigns, Rollins and Ambrose will actually happen at the pay-per-view, they talk to “someone else with knowledge of the situation” who says , ” It’s still up-in-the-air whether Reigns will actually fight,”. This even though Reigns 30 days are up the Thursday before the pay-per-view from Washington DC.

I’m not sure how much credence you can put into this. People talk but sometimes it doesn’t mean anything especially when it all comes down to one man Vince.
